FEMA GRANTS (AFG) NARRATIVE HI-LITES, DO’S AND DONT’S

  • Effectiveness of the request to address basic firefighting missions
  • Frequency of use (i.e. The number of runs)
  • Effect on fire fighters health and safety
  • Equipment must promote interoperability with neighboring jurisdictions
  • FEMA expects all departments receiving equipment or services from the grant to be compliant with all local edicts regarding (NFIRS and NIMS) prior to award
  • Interoperability IS justification for the selection of a specific vendor but CANNOT be used as justification to avoid obtaining bids from other sources. You must attempt to have free and open competition (Refer to section “Grantee Responsibilities, item #5, page #58 of the Program Guide)
  • Grantee is allowed discretion of $5000.00 in excess funding
  • Past performance is considered in future awards (do not apply for a grant if you cannot follow thru)
  • The federal government (FEMA, ODP, SLGCP and DHS) does NOT approve, endorse, promote, sanction or otherwise support any specific products or services. Grantee should be WARY of any vendor making such claims. All products and services purchased with grant funding will comply with the most current applicable national standards.
  • Any applicant may submit one application in each grant program area (Examples of areas…Vehicles, Operations, Regional, Construction, Personnel and Fire Prevention)
  • Requests for SCBA’s (Air-Paks) is directly tied to the number of seated positions in your fleet of vehicles
  • Grant funds may not be used for cell phones

  • Matching funds requirements are based on the population you serve…
    • 50,000 or more…20% total project cost
    • 20,001 to 49,999…10% total project cost
    • 20,000 or less……….5% total project cost
    • (Your contribution must be CASH only)
  • All grantees must have a DUNS number
  • SAFER grants are for the hiring of personal
  • SCG grants are for construction
  • FP&S grants are for fire prevention, safety and research and development
